初级版本： 人工在安卓机器上升级webview，然后smartpanel可以应用到

中级： smartpanel根据服务器API接口返回到URL地址去下载webview，并且安装webview，然后提示人工允许安装

高级： smartpanel 可以完全完成 根据 url 去下载webview并且安装以及应用
